Phase II Permit Application Submittal and Watershed Management Plan Development

MSU-WATER collaborators worked with the Office of Chemical, Radiation and Biological Safety to write the watershed-based permit application for MSU. The permit was submitted to the Michigan Department of Environmental Quality (MDEQ) in early March 2003 to comply with the Clean Water Act stormwater discharge requirements for Phase II communities. The permit activities and timeline were developed to parallel the work that is being done by other communities within the Red Cedar River Watershed. MSU-WATER coordinators have continued their involvement with the Greater Lansing Regional Committee on Phase II Nonpoint Source Pollution Prevention, whose members are working collaboratively to develop watershed management plans for their communities.

Illicit Discharge Elimination Plan
The permit application includes a plan for identifying and eliminating potential illicit discharges to the storm sewer network. MSU-WATER Health Subcommittee members conducted initial low-flow sampling at river outfalls, and staff members from the Physical Plant are conducting follow-up evaluations. Since this work began, several illicit discharges have been detected and corrected in cooperation with the City of East Lansing.

Public Education Plan
A subset of MSU-WATER educational initiative activities was included in the permit application’s public education plan. These activities focus specifically on educational requirements for Phase II communities.

The MDEQ has reviewed and approved the permit applications for MSU and the other Phase II communities in the Tri-County area. Now that the MSU “Certificate of Coverage,” has been issued, work continues to develop ae watershed management plan for the urbanized areas within the Red Cedar River Watershed, including MSU. For the development of the MSU plan, it is anticipated that a core group of MSU-WATER collaborators, faculty, and service unit staff will meet regularly to set the scope of activities and finalize the proposed work plan.

The data that have been collected by the various component groups of MSU-WATER will play a critical role in helping this group define priority areas and select appropriate best management practices for areas of concern on the MSU campus.
